Costa Rica has an advanced Constitutional system and our current Constitution was passed in 1949.
During the 90´s, the Constitutional Chamber of the Supreme Court was created, popularly known as the Fourth Chamber, because previously the Supreme Court was made up of three separate legality chambers, one for criminal matters, another for civil, labor and family matters, and the last for matters of public law.
The Constitutional Chamber does not resolve matters of legality, and issues judgement solely upon aspects of constitutionality. This Chamber has provided a valuable contribution to the country in the reorganization of constitutional order, however, it is considered to have completed its intended cycle and reforms are required so that it may adapt to meet the country’s current needs regarding constitutional issues.
